This was the style favored at the beginning of the Victorian era, when the hourglass figure was more dramatic and the hips were exaggerated through the skirt's large bell shape. To recreate this shape, something must support the skirt--either a crinoline cage hoop petticoat, or many layers of stiff, full petticoats. The bell skirt is popular with Steampunk cosplayers who are interested in a period costume rather than a modern, sexier spin on a historical style.
