As long trains became fashionable, something was needed to hold them up at the back of the dress and keep them off the ground. Bustling is when extra fabric is gathered and attached at the back of a dress to achieve extra fullness (because heavy fabric could flatten the back of petticoats) and to keep the hem from dragging. Toward the end of the Victorian era, the bustle was used to create the well-known (comical) Victorian big butt look. Bustles show up a lot in Steampunk fashion, sometimes attached to the back of a shorter, sexier skirt. In Steampunk burlesque, it can be attached to the back of lingerie bottoms. It's often used to add drama to an outfit.
